Abstract
Article 19 shall be amended to add the following wording: “1. Land reform and land management projects required for the implementation of land reform shall be prepared and approved by the Government in accordance with the methodology approved by the Minister of Agriculture. 2. Land reform and land management projects that design plots of land for the restoration of citizens' property rights and use of land plots for private farming shall be prepared and implemented by state funds, and in other cases by natural and legal persons. Land reform and land management projects that design plots of land for the restoration of citizens' property rights and use land plots for private farming may, at the request of natural persons, be implemented at their expense. The Government shall establish the procedure for the preparation and implementation of land reform projects carried out by natural and legal persons on land reform. 3. State expertise of land reform and land management projects shall be carried out by an institution authorized by the Ministry of Agriculture. The Ministry of Agriculture determines the cases, procedure and content of the state assessment of land reform and land management projects.”
