Law No. XIII-1213 amending Law No. IX-987 on development of agriculture and rural area.

Article 4 establishes that agriculture, food industry and rural development policy shall be formed by the Ministry of Agriculture and implemented by other state institutions and agencies authorized by laws and other legal acts, state-owned enterprises and authorized public institutions, as well as municipal institutions in accordance with the competence established by laws and other legal acts. Municipalities in accordance with the procedure established by the Minister of Agriculture provide the Ministry of Agriculture with information on the implementation of the functions assigned to them by law in the fields of agriculture, food industry and rural development. Public institutions, state enterprises, and municipalities, when implementing the policy of agriculture, food and rural development, shall co-operate with agricultural and food producers, manufacturers and other associations and institutions, institutions or organizations whose activities are related to counseling, extension, research, formal and non-formal education. Article 11 establishes mandatory requirement of registration in the Register of Agriculture and Rural Businesses for all agricultural enterprises.
