Abstract
Article 28 shall be amended to add the following wording: Economic assessment shall be made, land-use planning (boundaries and management plans) for new state reserves, biosphere reserves and national parks, establishment of boundary plans for state and municipal reserves and biosphere reserves, providing for compensation for the necessary discontinuance (if necessary), land redemption (purchase in accordance with the Law on Public Procurement of the Republic of Lithuania or the Law of the Republic of Lithuania on Procurement of Water, Energy, Transport, or Postal Services by Contracting Entities established by procedures for land acquisition for public needs in accordance with the procedure established by the Law on Land), the costs of restoration of damaged territories and sources of funds necessary for the establishment and maintenance of a protected area. When establishing the necessary protection of the protected area cannot be ensured by legal acts or the standard protection regulations for protected areas, additional regulations may be specified in the planning project (boundary and management plan) for establishing a national park and a biosphere reserve to specify possible or limited (prohibited) activities permitted for construction of structures, their height and construction materials, the density of the building area, the construction boundaries, or the dimensions of areas under construction.
