Law No. XIV-2762 “Fundamentals of the cultural policy”.

Culture is the result of people's individual and/or collective creative activity, a historically formed system of meanings, symbols and skills, embodying people's worldview and values, including language, knowledge, arts, writing, beliefs, morals, customs, cultural heritage, related technologies and other valuable capacities and activities of individuals and communities. Cultural heritage shall be intended material and non-material values inherited from past generations, which are the result of the state's historical development, creativity and self-expression, are an inseparable part of the identity of the state and its citizens, and are protected due to its public interest and cultural significance. The purpose of the cultural policy is to ensure the continuity and international competitiveness of Lithuanian culture, promote the even and sustainable development of culture, and increase cultural inclusion. The goal of cultural policy is achieved by implementing the following main tasks: (a) ensure human cultural rights; (b) create conditions for acquiring or improving cultural and creative competences; (c) ensure equal provision of cultural services throughout the national territory; and (d) to strengthen cooperation between state and municipal institutions and institutions and cultural participants. The principle of cultural horizontality shall be applicable, inter alia, in the following policy areas: (a) environment - the preservation of real cultural heritage contributes to the balanced and harmonious creation of territories and a sustainable environment in the process of territorial planning with the focus is on the protection and implementation of cultural heritage; (b) economy and innovation - digitization of cultural heritage and cultural tourism; (c) education and science - promotion of education and scientific research; and (d) agriculture - products of national heritage, traditional crafts are a component of cultural heritage.
