Abstract
The Policy establishes a long-term national development framework extending to the year 2050, organized around principal development directions, overarching principles and implementation arrangements. It addresses national development issues, including territorial development, demographic trends, socio-economic conditions and economic transformation, and provides for implementation through the state strategic planning system, including programs, targets, indicators, monitoring and evaluation mechanisms.
The Policy identifies climate change and the degradation of natural ecosystems as structural challenges affecting national development. It provides that environmental pollution and climate change impacts affect natural resources, including inland water bodies, soils, agricultural production and coastal ecosystems, and establishes that these factors shall be taken into account in development planning and policy measures.
The document provides for the transition to climate-neutral development by 2050, including the reform of energy, industry, transport, construction and other economic sectors. It establishes the application of resource efficiency and circular economy principles in production and consumption patterns and provides for the use of renewable and alternative energy sources, as well as the development of infrastructure required for energy production, storage and transmission.
It establishes environmental protection as a cross-cutting principle across public policy. It provides for the conservation and restoration of natural ecosystems, including the protection of biodiversity, the expansion and effective functioning of protected areas, the establishment of ecological corridors and the preservation of ecosystem structures and processes. It further addresses the reduction of pollution, including marine pollution, and the integration of environmental considerations into territorial and landscape planning, including climate-neutral and ecologically balanced development.
For the purposes of implementation and monitoring, the policy identifies indicators relating to environmental and resource conditions, including resource productivity, greenhouse gas emissions and biodiversity, and provides for their use in assessing the conservation of the natural environment within the overall development framework.
