Abstract
This Policy establishes the national strategy and framework for climate change adaptation spanning the period from 2024 to 2030. It sets out the long-term vision, strategic directions, and operational objectives necessary to systematically reduce national vulnerability and enhance climate resilience across critical sectors. The framework relies on detailed climate projections up to the year 2100, evaluating potential socio-economic impacts under varying Representative Concentration Pathway greenhouse gas concentration scenarios.
The instrument identifies and categorizes specific sectoral vulnerabilities to anticipated climate impacts, with a primary focus on public health, engineering infrastructure, buildings, agriculture, forestry, biodiversity, and water resources. It outlines strategic measures designed to mitigate potential risks arising from extreme hydrometeorological events, including prolonged heatwaves, localized flooding, structural droughts, and heavy precipitation cycles. Operational emphasis is directed toward integrating these risk mitigation measures into both horizontal national policies and localized regional administrative structures.
To facilitate effective execution, the text mandates the development and alignment of municipal-level adaptation plans and the deployment of updated early warning systems to minimize physical and fiscal vulnerabilities. It incorporates specific monitoring indicators and structural criteria to evaluate progress, ensure transparency, and manage cross-sectoral climate risks effectively. The document defines institutional responsibilities, oversight mechanisms, and coordination tasks distributed among state institutions, municipal authorities, and relevant stakeholders.
The policy further addresses the intersections of climate hazards with economic and fiscal stability, seeking to mitigate direct financial damage and structural losses caused by climate-induced disruptions. It promotes the application of green infrastructure solutions and ecosystem-based adaptation strategies to preserve natural habitats while safeguarding public infrastructure. Finally, it outlines the reporting protocols and periodic review processes required to dynamically update national adaptation priorities based on evolving empirical data and performance metrics.
