Abstract
The National Progress Plan establishes a framework of strategic goals and progress objectives accompanied by a system of impact and monitoring indicators. It mandates the integration of horizontal principles, specifically sustainable development, equal opportunities for all, and digitalization, into all state development activities. The text requires state and municipal institutions to align their activities and financial planning with the objectives and targets set forth in the Plan.
The Plan defines strategic goals concerning the increase of economic productivity, the improvement of the education and research sectors, and the reduction of social exclusion. In the environmental and energy sectors, the Plan establishes regulations for the transition to a circular economy, the mitigation of climate change, and the expansion of renewable energy sources. It further sets specific targets for the status of protected species and habitats, the quality of surface water bodies, and the reduction of air pollutant emissions. These objectives are supported by defined tasks for infrastructure development and the management of natural resources.
Monitoring and evaluation of the Plan are conducted through the National Management Information System. The Plan provides for interim deep-dive and complex evaluations of progress to be performed in 2024 and 2027, followed by a final evaluation in 2031. These assessments analyze the actual values of the impact indicators against the target values established in the Plan. The Government Chancery is responsible for coordinating the monitoring process, while the Ministry of Finance and other designated institutions provide data on the implementation of specific tasks and the achievement of results.
The Plan outlines the procedure for the annual review of progress and the management of risks related to the achievement of the established goals. It stipulates that the results of the progress analyses are to be made public and used as the basis for considering adjustments to the Plan. All institutions involved in the implementation of the Plan are required to provide information regarding the progress of the tasks under their jurisdiction and to propose measures for the management of identified risks. This regulatory framework ensures the systematic tracking and reporting of the state’s development targets until the year 2030.
