Abstract
This Order establishes that the state environmental monitoring shall regulate the modalities of organization, implementation and control of performance of environmental monitoring. The provisions of this Order shall be mandatory for all public and private organizations. The specific procedure (location, indicators, periodicity and methods) are stated in the Methodological Instructions on state environmental monitoring. State monitoring shall be considered a set of systematic observations over the state of environment, its components, assessment and forecast of anthropogenic impact on environment. The Ministry of Environment shall be responsible for the organization of environmental monitoring that shall be performed by state bodies, scientific research organizations, and also by legal entities that collect data and information on the state of environment. State environmental protection laboratories shall be authorized to perform laboratory testing and measurements of environment and sources of its pollution. Environmental monitoring program determines: (a) environmental monitoring structure; (b) environmental monitoring plans; (c) assessment criteria; (d) financing; and (e) progress of the program.
