Abstract
The Order approves the rules establishing the administrative procedure for the registration of scientists and scientific institutions authorized to use a simplified system for the exchange of scientific biological material. The regulation applies to biological samples derived from animal or plant species listed in the annexes of specific European Union legislation concerning the protection of wild fauna and flora. The provisions define the mandatory requirements for any research entity or individual scientist intending to possess, transport, or utilize such specimens for scientific purposes. To participate in this exchange, eligible entities must apply to the State Environmental Protection Inspection to obtain pre-issued and partially completed permit forms.
The application process requires the submission of institutional data, a description of the intended scientific work, and a characterization of the biological samples and their transport containers. Approval is contingent upon a formal conclusion stating that the proposed research and exchange will not harm the conservation status of the involved species. Registered entities are subject to specific operational requirements, including the mandatory marking of specimen containers, the maintenance of records, and the submission of annual reports detailing the use of issued permit forms. The regulation also specifies the conditions under which the validity of issued forms may be revoked and establishes legal liability for violations of these procedural requirements.
