Abstract
These General Regulations on Municipal Environmental Monitoring regulate the content of the municipal environmental monitoring program, its preparation, coordination, implementation, and the procedure for ensuring environmental monitoring control and provision of information. Municipal environmental monitoring is an integral part of environmental monitoring system, including municipal level in the areas assigned thereto, observation of the condition of components and their interaction, anthropogenic impact on the environment, its assessment and forecasts. This Regulation is binding on all municipal environmental monitoring and control of legal and natural persons. Municipal environmental monitoring shall be organized by the municipal executive bodies. The municipal environmental monitoring program shall: (a) apply to management of the quality of the environment in the territory of the municipality aimed at supply of more detailed available information on public environmental monitoring useful for assessment and forecast of changes in the environment and possible consequences with a view of preparing appropriate recommendations for planning mitigation programs aimed at contrasting negative environmental impact; (b) define the scope of municipal environmental monitoring; and (c) be based on the principle of correspondence of costs and benefits. The program shall cover the period of 3-6 years. The program is divided into parts according to the spheres of the natural environment: atmospheric air, water (surface water, groundwater), soil, wildlife, landscape.
