Abstract
This ministerial order approves the Procedure for the Ex Ante Assessment of the Impact of Legislation on the Environment and Climate Change. The Procedure establishes the framework for assessing the potential environmental and climate impacts of proposed legal acts during the drafting stage, in accordance with the national methodology for impact assessment. It defines the areas subject to assessment, including climate change, air quality, water, natural resources, landscape and biodiversity, territorial use and resource efficiency.
The assessment includes qualitative analysis in all cases and, where applicable, quantitative evaluation based on indicators and methodological recommendations prepared by competent institutions. The Procedure defines criteria for identifying significant negative impact based on threshold values of environmental and climate indicators and provides for the consideration of measures to avoid, reduce, or compensate such impacts. The results of the assessment are to be included in the documentation accompanying legislative proposals.
