Presidential Explanatory Statement related to payments for children in single-parent families and children deprived of parental care to reduce the effects of COVID-19.

The President, in order to reduce the negative economic and social consequences of the emergency or quarantine declared in the territory of the Republic of Lithuania due to the threat of COVID-19 (coronavirus infection) and to stimulate the economy, recommends to implement a financial instrument for domestic consumption - a lump sum for single-parent families and children deprived of parental care. The risk of poverty and the relatively low average disposable income presuppose the expediency of providing additional income to this group of society during the COVID-19 crisis. Legislative act shall stipulate that a lump-sum benefit is granted and paid by municipal administrations in accordance with the procedure established by the Law on Child Benefits and the Regulations for Granting and Paying Child Benefits approved by the Government.
