Abstract
The Landscape Policy Guidelines for 2013-2019 formulate problems that are not addressed or are addressed insufficiently in existing sectoral policies, and, based on the principle of gradualism, determine such landscape policy goals and objectives that the implementation of the guidelines does not increase the administrative burden on either local governments or sectoral ministries. The existing landscape management is inefficient and does not ensure targeted use of landscape potential, quality improvement and cooperation between parties involved in landscape management. Territorial development planning documents include landscape conservation and development issues in a general form, lacking recommendations for sustainable landscape development so that their potential is used to the maximum extent possible. Decision-making on landscape development is hampered by the society's different understanding of the importance and value of landscapes, the lack of competent landscape management specialists and insufficient landscape research. The social, economic, ecological and cultural-historical value and potential for ensuring the quality of the human living environment and the development of economic activity, especially in the field of tourism, is at risk. The goal of the national landscape policy is multifunctional and high-quality landscapes that improve the quality of life throughout the country, quality of life of people, promoting economic activity and acknowledgement of places, regions and districts, as well as ensuring protection of biodiversity.
