Abstract
The scope of the State Strategy are to ensure the completion of the use of privatization certificates in the privatization of state and municipal property, to accelerate land privatization (reform), as well as to promote the privatization of residential housing and complete the privatization of the state-owned capital of large companies. The main measure envisaged in the Strategy is the redemption, privatization and alienation of land. The goal of privatization is, by changing the owner of state or municipal property, to create a favorable environment for the operation of private capital in the interests of the development of the national economy and to narrow the activities that the state and municipalities perform as entrepreneurs, which has basically been achieved. Rural and urban land reform continues. The current status of permanent users of state-owned land allows them to use state-owned land, paying only real estate tax (1.5% of the cadastral value). The objectives of the strategy in the final stage of privatization are: (a) ensure the completion of the use of privatization certificates in the privatization of state and municipal property; (b) accelerate land privatization (reform); and (c) complete the privatization of the state-owned capital of large enterprises.
