Abstract
The Latvian National Energy and Climate Plan for 2021–2030 is a long-term energy and climate policy planning document that sets out the basic principles, objectives and directions of action of the Latvian national energy and climate policy for the period up to 2030.
The Ministry of Economics, the Ministry of Finance, the Ministry of Education and Science, the Ministry of Climate and Energy, the Ministry of Transport, the Ministry of Smart Administration and Regional Development and the Ministry of Agriculture shall be responsible for the implementation of the Plan, updating of measures and updating of the Plan.
The objectives of the Plan shall be as follows: (a) ensure complete national energy independence at available and competitive energy prices; (b) promote the decarbonization of the economy, including through a general energy and industrial electrification, and investments innovation and resource efficiency in development; and (c) strengthen energy supply safety.
The goal in the field of climate change mitigation and climate resilience is to ensure the achievement of national climate goals according to EU and international obligations and regulations, taking into account environmental, social, economic and governance sustainability.
The following measures must be adopted: (a) introduction of polluter pays tax; (b) reduction of GHG emissions from agricultural sector, including transition of dairy farms to an organic farming system, thus promoting low-emission dairy farming; (c) increasing the number of farms that include legumes in their crop rotation, thus contributing to the fixation of atmospheric nitrogen and reducing the use of inorganic nitrogen fertilizers; (d) implementation of joint Latvia – Estonian offshore wind park ELWIND project with a view to install 800–1000 MW of new wind energy capacity; (e) the development of new offshore wind farms; (f) introduction of renewable electricity generation technology; (g) increasing the production capacity of renewable energy sources and improving their energy efficiency for individual self-consumption (households, energy communities, etc.); and (h) mandatory use of biofuel and biomethane in agricultural production.
