Abstract
This Regulation prescribes the procedures for monitoring fish landing and inspecting fish marketing and transport facilities, warehouses and processing premises. The implementation of this Regulation shall, in conformity with their competence, be controlled by the State Environment Administration and of regional environmental boards attached to the State Environment Inspection of the Ministry of Environmental Protection and Regional Development. State environmental inspectors, when monitoring the landing of fish caught in inland waters and coastal waters, have the right to request that the fishing log, consignment notes and caught fish be produced. The declaration forms shall be strict accountability documents. Each form shall be numbered. Forms shall be registered and issued by the Marine Environment Administration. The declaration shall be filled out in three copies. When inspecting fish marketing facilities, state environment inspectors shall examine: 1. consignment bills of landing invoices of fish purchases or invoices, cheques or receipts certifying the transactions, as well as documents certifying the legality of acquisition of the fish; and 2. the conformity of fish with entries made in the commodities register. When inspecting fish treatment or processing facilities and fish storage facilities, State environment inspectors shall check the conformity of the quantity of fish with the consignment note-bills and the entries made in the commodities register. When inspecting any type of means of transport in which fish are transported, State environment inspectors shall check the conformity of the consignment with the consignment documents.
