Abstract
This Decree determines the procedure for combating the pale potato cyst nematode Globodera pallida (Stone) Behrens (European population) and the golden potato cyst nematode Globodera rostochiensis (Wollenweber) Behrens (European population) and limiting the spread thereof. It shall be applicable to the following plants: (a) potato Solanum tuberosum L. plants and their tubers; (b) paprika Capsicum spp., eggplant Solanum melongena L. and tomato Lycopersicon lycopersicum (L.) Karsten ex Farw . for plants intended for planting, excluding seeds; (c) leek Allium porrum L., beetroot Beta vulgaris L., strawberry Fragaria L., cabbage Brassica spp. and asparagus Asparagus officinalis L. for plants intended for planting, excluding seeds; and (c) dahlia Dahlia spp., garden onion Allium cepa L., gladiolus Gladiolus Tourn. Ex L., hyacinths Hyacinthus spp., lilies Lilium spp., daffodils Narcissus L., scallions Iris spp., shallots Allium ascalonicum L. and tulips of the genus Tulipa L. intended for planting, bulbs, rhizomes and corms intended for further agricultural production, with the exception of propagating material intended for sale to an end user who is not involved in the professional cultivation of plants or cut flowers (so indicated on the packaging). State Plant Protection Service: (a) performs an inspection and collects soil samples for the detection of potato cyst nematodes; (b) surveys the plantations, checking no less than 0.5 percent of the potato area grown in a given year, and every year by April 1, the results of the surveys for the previous 12-month period are notified to the European Commission; (c) potato cyst nematodes are laboratory diagnosed in accordance with European and Mediterranean Plant Protection Organization standards; (d) upon detection of potato cyst nematodes, apply phytosanitary measures, control their implementation and, if necessary, enforce them; (d) compiles and stores the results of inspections and surveys and ensures that they are available to the European Commission; (e) submits the following information in writing to the European Commission and the other member states of the European Union: (1) every year until January 31 - a list of new potato varieties that have been recognized as resistant to potato cyst nematodes, indicating the potato cyst nematode species, pathogen type, virulence group or population to which the particular potato variety is resistant, the degree of resistance of the potato variety and the year of its determination; and (2) every year until December 31 - information on changes in the resistance of the potato variety to the identified potato cyst nematodes, their species, pathogen types and virulence groups.
