Abstract
The Environmental Policy Guidelines for 2021-20271 is a medium-term policy planning document for the environmental protection sector. The overarching objectives include achieving climate neutrality, promoting sustainable resource use, conserving ecosystems and biodiversity, and reducing pollution.
The policy is structured around key thematic areas: environmental governance, climate change mitigation and adaptation, resource efficiency and circular economy, air quality and noise management, biodiversity conservation, water and marine management, chemical safety, and radiation protection. Each area includes specific targets, performance indicators, and action plans, with clearly defined responsibilities for institutions and funding mechanisms. The guidelines emphasize the importance of systematic environmental monitoring, data-driven decision-making, and cross-sectoral integration of environmental considerations.
On a more operational level, the document outlines 49 action directions with detailed tasks, timelines, and expected outcomes. These include reducing greenhouse gas emissions across sectors, improving waste and water management systems, restoring degraded ecosystems, enhancing public awareness and education, and strengthening regulatory frameworks for pollution control and chemical safety. The guidelines also promote the use of digital tools, public participation, and financial instruments to support environmental initiatives, aiming to ensure a healthier environment and a more resilient, low-carbon economy in Latvia.
