Abstract
The purpose of the coastal planning is to promote the Latvian coast of the Baltic Sea as an economically active and high-quality place of life, development of cultural and recreational spaces, balancing development interests with nature and environmental protection requirements. The coastal plan is a guideline territorial development planning document for all coastal public infrastructure.
Coastal planning solutions are agreements between coastal municipalities, state institutions and non-governmental organizations to attract investments in places where they will promote the preservation and development of natural and cultural heritage, as well as contribute to the development of tourism. Coastal planning is a platform for the creation of thematically related, but diverse tourism offers, the development of appropriate entrepreneurship, as well as for the coordinated attraction of investments across municipal borders. Coastal planning must be taken into account when developing and implementing sectoral policies, including when planning financial support, improving and developing new regulatory frameworks, as well as planning documents for the development of planning regions and municipalities.
The main result of the coastal planning is the concept for the development of the coastal public infrastructure network includes: (a) a list of sites to be developed in a complex with proposals for their development (Annex 1); (b) characteristics of the most important connections (roads, railways, bicycle and pedestrian paths and routes) and conditions for their development (Table 3, Figures 12, 13); and (c) a table of tasks and a table of voluntary initiatives with the distribution of competencies for the development of the coastal public infrastructure network (Table 4 and Table 5).
The most important economic activities on the coast are: (a) tourism and recreation organization, including resort management; (b) harbor operations, including reception and servicing of yachts; (c) fishing, fish processing, especially its traditional forms; and (d) use of renewable energy resources (wind, water, waves, biomass, etc.).
The strategic objectives and action directions of the coast (Figure 8) continue the directions set out in previous planning documents, taking into account sectoral policies, their development objectives and priorities, taking into account international (European Union, Baltic Sea Region, OECD), Latvian, regional and local level planning documents and joint initiatives.
The main tasks of the coastal public infrastructure network are to create a platform for the development of business and joint coastal tourism offers, in accordance with public demand for recreational opportunities and the development interests of coastal municipalities, to preserve coastal natural and cultural heritage by regulating the joint flow of coastal visitors in accordance with nature and environmental protection requirements, and to mitigate the effects of climate change.
