Abstract
This document primarily focuses on Latvia's adaptation to climate change, aiming to reduce the vulnerability of its people, economy, infrastructure, and natural environment to climate impacts. It is designed as a national long-term (until 2030) development planning document. The Plan reviews the climate change observed in Latvia so far and identifies adaptation solutions for various risks and opportunities related to them. The measures are based on research on risk and vulnerability assessment and identification of adaptation measures in six areas: landscape planning and tourism, biodiversity and ecosystem services, civil protection and disaster management, construction and infrastructure planning, health and welfare, agriculture and forestry.
The Plan proceeds in two directions: (a) mitigating the negative impacts, risks and vulnerabilities of climate change; and (b) exploiting the opportunities presented by climate change.
The overarching objective is to enhance Latvia's readiness to adapt to climate change and its effects, aligning with international commitments such as the Paris Agreement and the UN Sustainable Development Goals.
The document outlines ten action directions to achieve the adaptation goals, including climate scenario modeling, integrated data system development, risk and sensitivity analysis, and the integration of climate adaptation measures into public health policy. These measures are designed to identify and prioritize actions in key sectors, ensuring a comprehensive approach to climate resilience. The document emphasizes the importance of these actions in addressing the diverse and increasing adaptation needs since 2013.
The implementation plan includes mechanisms for monitoring and evaluating the effectiveness of the proposed actions, with specific timelines and responsibilities assigned to relevant institutions. It highlights the need for stakeholder involvement and public participation in the adaptation process. Additionally, the document addresses procedural considerations for compliance and enforcement, ensuring that the adaptation strategies are effectively integrated into existing planning and policy frameworks.
