This Law provides for establishing a transparent, effective and fair procedure for the disposal of real estate for public use. The Law states that immovable property shall be expropriated for public defense, environmental, health or social security purposes, for the construction of cultural, educational and sports facilities, engineering structures and utilities necessary for the public, or for the development of transport infrastructure, and other public needs if this objective cannot be achieved by other means.
