Abstract
The Ministry of Climate and Energy develops Latvia's preventive action plan and Latvia's emergency action plan for natural gas supply and renews these plans every four years or more often if necessary or requested by the European Commission. The Cabinet of Ministers determines the criteria for efficient centralized heat supply and efficient centralized cold supply, the types of energy used in it and their proportion. Local governments, when organizing heat supply in their administrative territory, comply with all the following objectives: (a) Latvia's greenhouse gas emissions reduction goals for 2030 and Latvia's climate neutrality goals for 2050; (b) the targets for reduction of emissions of air pollutants set for Latvia; (c) Latvia's goals for the share of renewable energy in heat supply, centralized heat supply and buildings; (d) reducing the volume of imported energy resources (except renewable energy resources); and (e) reducing the number of the national households affected by energy poverty. The Cabinet of Ministers determines procedures and conditions for calculating renewable energy data and total renewable energy for determining the amount of energy.
