Abstract
This Law primarily focuses on the establishment of a unified information system for managing and recording benefits, which include subsidies, compensations, discounts, and other payments granted to individuals under regulatory acts or contracts. It aims to enhance state policy and budget planning regarding benefit management, reduce administrative burdens, and minimize fraudulent transactions by ensuring that benefits are received only by eligible individuals. This Law mandates that benefit providers and service providers must utilize the unified information system starting November 1, 2024. Additionally, the law states that data related to benefit recipients will be stored for three years after they lose their eligibility. The document also outlines that commercial entities without delegated public administration tasks must apply to the Ministry of Environmental Protection and Regional Development for access to the information system, with criteria for access determined by the Cabinet. The implementation of the Law involves the establishment of guidelines for the use of the information system, which will be developed by the system's overseer. The document emphasizes the importance of compliance with established norms and the role of the Cabinet in determining the data inclusion and access procedures, ensuring that stakeholders are engaged in the process of implementing the unified information system effectively.
