Environmental Policy Guidelines 2014–2020 set out the national framework for environmental protection and sustainable development during that period. Their overarching goal is to ensure that residents can live in a clean and well-managed environment by safeguarding environmental quality and biodiversity, promoting sustainable use of natural resources, and strengthening public participation and access to environmental information.
The document emphasizes the need for new actions and measurable results to meet higher national and international environmental standards by 2020. It highlights the country’s responsibility to integrate global and EU environmental objectives. Key priorities include improving transparency and the timeliness of environmental information, enhancing institutional capacity, and encouraging resource efficiency, green public procurement, and broader public engagement in environmental decision-making.
The Guidelines also outline several major reforms and thematic policy areas. These include restructuring the Environmental Protection Fund under the principle that “the natural resource tax returns to nature,” application of polluter pays principle, promoting the introduction of new, environmentally friendly technologies, strengthening the legal framework for subsoil use, introducing a deposit system for beverage packaging, setting clearer requirements for municipal water supply and wastewater services, and expanding scientific research capacity in environmental protection. The guidelines are divided into thematic sections with defined objectives, results, indicators, and measures, supported by indicative EU funding and a structured reporting and review process to monitor implementation through 2020.
