Abstract
The plan sets out priority directions of land reclamation management policy, aimed at the results of high-quality and sustainable operation of land reclamation systems. The plan has been prepared to identify problems that hinder the development of land reclamation, and to formulate land reclamation development goals and priority directions of action for eliminating problems. This document primarily focuses on the development and implementation of a comprehensive plan for melioration policy in Latvia for the period 2021–2027. It aims to enhance the sustainability of natural resources and improve agricultural productivity while addressing the impacts of climate change. The broader legal context establishes a spatial information infrastructure to support environmental policy and actions affecting the environment. Key legal principles include the sustainable use of water resources and land management, as well as the integration of environmental considerations into national policies.
Intended action is aimed to ensure the use of land as a resource for the production of agricultural commodities, preventing the reduction of agricultural land area and forest areas intended for economic activities, while ensuring rational and effective implementation of climate goals and continuing to reduce GHG emissions, as well as to be in line with a number of national medium-term development planning and international documents contained in Annexes 1 and 2.
The document outlines several key measures and action plans aimed at improving land reclamation practices. These include the assessment of vulnerability to climate change, the promotion of sustainable agricultural practices, and the enhancement of biodiversity through the management of waterbodies. Specific recommendations include the need for additional state budget allocations for the implementation of the plan, the preparation of amendments to clarify performance indicators, and the submission of an informative report on the plan's implementation by 2025. Compliance requirements emphasize the need for collaboration among various ministries and institutions to ensure effective execution of the outlined strategies.
The implementation plan specifies that the Ministry of Agriculture is responsible for coordinating the execution of the land reclamation policy, with a timeline for submitting necessary amendments and reports. The document highlights the importance of stakeholder involvement, including local communities and relevant institutions, in the planning and execution processes. Secondary themes include the need for ongoing evaluation of the plan's effectiveness and the integration of scientific research into policy development, ensuring that the measures taken are informed by empirical data and best practices.
