Abstract
The purpose of the law is to define the state border and border guard system, as well as to ensure the inviolability of the state border on land, sea and air. The State border shall be determined in accordance with the international agreements entered into by the Republic of Latvia. The Republic of Latvia shall nominate representatives of the Republic of Latvia for work in the Intergovernmental Demarcation Commission, as well as in expert commissions and other technical working groups established to ensure operation of the Demarcation Commission. Representatives shall be nominated for work in the Demarcation Commission, the Committee of Experts or other technical working groups, taking into account the competence of the state administration institutions specified in regulatory enactments. The composition of the Latvian side of the Demarcation Commission and the Commission of Experts and the documents of demarcation of the state border shall be approved by the Cabinet. The frontier of the Baltic Sea, unless otherwise specified in the international agreements, coincides with the outer edge of the territorial sea, which is taken as the reference point using the baseline. The base line coordinates are determined by the Cabinet. Establishment of the land border of the State shall include its survey, marking in nature and strengthening thereof in accordance with the procedures specified in this Law. Surveying of the land border of the State shall include determination of the geodetic coordinates of the national boundary line and national boundary marks and drawing up of demarcation maps of the border. State land border survey is carried out in accordance with the international agreements on the state border concluded by the Republic of Latvia. The state land border shall be marked in nature and shall be secured with boundary marks and other fortification structures or elements (for example, border ditches, stairs, fences) in accordance with the international agreements on the establishment of the state border. Damage, destruction, alteration or movement of boundaries, fastenings or elements is prohibited.
