Abstract
The objectives of this Strategic Plan shall be as follows: (a) support farm income adequacy and farm resilience across in order to improve food security and agricultural diversity in the long term, as well as to ensure agricultural product sustainability; (b) investments in the agricultural sector; (c) strengthening the market orientation of farms and increase competitiveness in both the short and long term; (d) promotion of sustainable development and efficient use of natural resources – water, soil and air; (e) attraction and support of young farmers and other new farmers, as well as promote sustainable business development in rural areas; and (f) promotion of employment, growth, gender equality, including women's participation in agriculture, social inclusion and local development in rural areas.
The scope of the Strategic Plan is to promote the development of organic farming practices and to provide support for higher compliance with organic production rules. Agricultural land areas cultivated with organic farming methods create significantly lower chemical load in the environment compared to intensive farming methods. The intervention will ensure the achievement of Latvian and EU goals on organic farming. Organic production is a system that promotes the integration of environmental protection requirements into the Comon Agricultural Practices (CAP) and promotes sustainable agricultural production. This intervention will achieve results in the following areas of action: (a) protecting or improving water quality and reducing pressure on water resources, preventing soil degradation, restoring soil, improving soil fertility and nutrient management and soil biota; (b) protecting biodiversity, maintaining or restoring habitats or species, including the maintenance and creation of landscapes; and (c) sustainable and limited use of pesticides, in particular pesticides that pose risks to human health or the environment.
The intervention provides for farm support if the support applicant ensures that the entire farm area is included in the organic farming control system and, in addition to existing organic practice measures, also ensures increased crop diversification and soil cover in the autumn and winter periods.
