Abstract
This Resolution consisting of 13 articles provides for the establishment of each Municipality of an agency called the Operations, Maintenance, and Environmental Protection Agency - operating under the Municipal Facilities Committee - responsible for various tasks including (i) water station operation, maintenance of water and drainage networks, sewage networks and extracting sludge, sewage treatment plants, and sanitation; (ii) street cleaning; (iii) garbage and waste collection, disposal or recycling, and management of related facilities; (iv) pest and rodent control; (v) elimination of stray dogs; and park and recreational areas maintenance; (vi) cleaning of bathing beaches and maintenance of resorts; (vii) cleaning of ditches and stormwater drainage lines; (viii) cleaning of public restroom; (ix) pumping of black wells, ponds, swamps, and areas of rainwater accumulation; (x) planting ornamental plants in streets, squares, and all areas prone to dust and dirt accumulation. The Agency appoints a General Director, responsible for executing the Agency's action plan and representing it in external relations.
