Abstract
This Resolution consisting of 13 articles aims to establish the National Safety Authority, tasked with addressing various disasters, such as earthquakes, floods, fires, building collapses, oil or gas spills, and regional water pollution, as well as emergent risks, by implementing measures to mitigate risks, securing installations, ensuring compliance with safety standards, establishing civil defense operations, early warning systems, and purification centers, coordinating with relevant authorities, intervening in accidents, implementing firefighting and rescue plans, and providing aid during disasters. The Authority is empowered to establish communication networks, prepare human resources and heavy materials, develop civil defense plans, raise awareness, supervise storage, enhance disaster response capacity, identify public safety needs, organize bomb detection operations, train specialized personnel, propose pollution-limiting policies, and manage chemical and radioactive pollution cases.

This Resolution enters into force on the date of its issuance.
Notes
The Libyan Commission for Aid and Humanitarian Assistance as well as the Central Authority for Emergencies will be dissolved, and the General Administration for Civil Defence and Fires, previously established under General People’s Committee Decree No. 288 of 1374 (H), will be abolished.
