Abstract
This Law, comprising 18 articles, encompasses the following key points: (i) prohibition of employing individuals in domestic servant or exploitative roles, regardless of compensation, with necessary domestic service being the sole exception, contingent upon adherence to regulations outlined in the law's executive provisions; (ii) mandate for all residents in Libya to uphold public cleanliness, following the specified procedures and methods delineated in the Law. Furthermore, it mandates that individuals, entities, and organizations, irrespective of their identity or origin, are prohibited from disposing of waste improperly, such as throwing waste in unauthorized locations like residential areas, administrative buildings, streets, parks, beaches, or forests (Article 3), and are obligated to use designated bags and containers for garbage and household food waste, placing them in assigned collection areas, and cleaning the adjacent areas of streets or sidewalks, except where the competent municipality specifies exemptions. Additional regulations cover the upkeep of common building areas, the disposal of hazardous waste from various sources including companies, industrial facilities, laboratories, and hospitals, as well as cleanliness guidelines for students, teachers, members of educational institutions, and authorities responsible for public buildings and government premises.
Article 10 prohibits keeping animals within city limits without a license from the appropriate authority, while breeding them in residential buildings or complexes is strictly forbidden; Article 11 tasks the popular committees of municipalities with supervising street sweeping, identifying waste disposal sites, supporting waste management, conducting awareness campaigns, and ensuring cleanliness in shared buildings and excluded entity headquarters, with inspections delegated to municipal guards, local security, agricultural, and health inspectors (Article 12); Article 13 addresses charges for garbage collection and public cleaning services, while penalties are outlined in Article 15.
