Abstract
This Law, consisting of 21 articles, establishes the Agricultural Development Council, led by the Minister of State for Agricultural Development Affairs. The Council's role is to enhance the national economy through various initiatives in the agricultural sector, including (i) increasing Agricultural Production, aiming for self-sufficiency in essential commodities such as grains and meat; (ii) protecting Natural Resources, ensuring the sustainable and optimal use of water, soil, and forests; (iii) developing Agricultural Housing Complexes, providing the necessary resources and capabilities to ensure citizens in agricultural areas achieve a suitable standard of living. The Law indicates the four areas affected by development programs and establishes that for each of them an executive body shall be established. The Agricultural Development Council's main responsibilities include (i) formulating general agricultural development policies; (ii) supervising the implementation of the integrated agricultural development plan and conducting relevant social and economic studies; (iii) coordinating projects across four regions; (iv) aligning projects under this Law with those of the Ministry of Agriculture and Agrarian Reform; (v) issuing regulations for financial, administrative, and personnel matters; (vi) establishing necessary departments and offices for project management, independent of government regulations.
