Abstract
This Law consisting of 27 articles aims to establish the General Electricity Company, responsible for (i) the accomplishment of the projects of operating and servicing the electric networks, stations of energy production and their distribution and transformation stations; (ii) the establishment and the accomplishment of any projects in the areas mentioned above; (iii) manufacturing equipment and materials which the company uses in cooperation with the specialized companies in this field. Under Article 6, the duration of the company is 25 years starting from its establishment, possibly to be extended by a decision of the General People's Committee based on a proposal from the General People's Committee for Electricity. The company provides services for a fee determined according to proper accounting cost systems (article 7). The company shall have a People's Committee, responsible for supervising the company's affairs and directing them in general to ensure the implementation of the policies decided by the People's Congresses in the field of electricity, in particular (i) study and approve the company’s executive plans to achieve its objectives; (ii) study and approve annual reports on the company’s activity; (iii) approving the company’s budget and approving its final accounts. Articles 14 - 19 regard the financial system. The company will assume ownership, rights, and obligations of the stations, electrical installations, networks, equipment, devices, and related financial allocations from the entities currently managing these activities, with the company's articles of incorporation detailing the asset valuation rules.
