Abstract
This Law, comprised of 14 articles, governs the full-time practice of herding craft without exploiting others' efforts. Article 3 prohibits activities that disrupt pasture balance, reduce production capacity, or harm plant cover and natural resources. Article 4 restricts pastorals from moving beyond designated areas, except under circumstances like drought, low pasture capacity, or other exceptional situations, with approval from the relevant People's Committee. Article 5 sets a maximum of 300 livestock units for professionals, subject to adjustment by the General People's Committee for Agricultural Reform and Land Development to ensure adequate income. Additionally, professionals may raise animals and poultry independently of pastures within their familial capabilities. Article 7 mandates care for animals and reporting of diseases to competent authorities, with veterinary health units providing necessary services. Article 9 grants professionals and breeders the right to obtain improved sheep breeds at subsidized prices or through numerical replacement without cost difference. Article 11 outlines penalties for violations.
