Abstract
This Law, consisting of two articles, amends the 1953 Maritime Law as follows: (i) Article 8 requires each Libyan port to maintain a uniquely numbered and signed registration book for ships, defines a ship as Libyan if registered by Libyan nationals or with a legal domicile in Libya, mandates that only registered ships may fly the Libyan flag (excluding military vessels), exempts fishing vessels and pleasure boats under 10 tons operating within 12 nautical miles from registration, and establishes fees for registration, certification, and inspection set by the Minister of Maritime Transport; (ii) Article 119 requires the captain to maintain several records: a ship's log for incidents and conditions during the voyage, an oil record for preventing water pollution, a deck log for daily operations, an engine room log for machinery and fuel management, a radio log, and a financial log for financial transactions; (iii) Article 128 mandates that upon arrival at a port or temporary anchorage, the captain must obtain an endorsement on the ship's log from the port authorities or, if abroad, from the Libyan consulate within 24 hours.
