Abstract
This National Plan for Developing Renewable Energy in Libya is a nationwide sectoral document aiming to describe and disseminate the strategy of the Renewable Energy Authority of Libya (REAoL), established in 2007, to achieve the Vision of becoming a leading company by having a positive impact on the social and economic development programs of Libya through the optimal use of renewable energies. The objective shall be achieved by (i) working toward integrating the locally available renewable energy resources (mainly solar and wind) with the National Energy System; (ii) increasing the share of RE in the National Energy Mix. The Plan envisages three stages for the implementation (1) 2013-2015; (2) 2015-2025; (3) 2025-2050. The first stage will implement short-term projects, characterized by (i) the use of mature, well-proven technologies that do not constitute a significant burden on the public budget; (ii) public investments in the sector to transfer knowledge, technology localization, and building national technical staff; (iii) financing coming from the national budget due to the absence of laws and legislation governing investment in this sector. The second stage, which is the focus of the document, will be characterized by an increased contribution of the RE to the national energy generation mix, which goes from 3% in 2015 to 10% in 2025. The main actions that shall be implemented by the REAOL are (i) coming up with the National Energy Efficiency Action Plan (NEEAP); (ii) reviewing the worldwide practices of EE and coming up with the best practices and what, how, and when can be implemented in Libya; (iii) proposing the necessary laws, regulations, incentives and get it approved by the Government; (iv) increasing the public awareness and public acceptance.
