The Authority has specific responsibilities including proposing plans and programs for water management in Libya, conducting studies to preserve and develop water sources, overseeing legislation related to water resource exploitation, approving dam construction projects, issuing well drilling licenses, proposing water-related legislation, supervising water extraction projects, staying updated with scientific advancements, cooperating with international bodies to maintain groundwater levels, conducting awareness campaigns on water conservation, coordinating with relevant authorities on international agreements, and preparing a national plan for drought emergencies. A Board of Directors oversees the Authority with extensive authority to manage its operations and execute necessary plans and programs to fulfill its objectives, including but not limited to approving scientific programs and research on water source protection, proposing budgets and financial reports, establishing regulations and decisions for the Authority and its affiliates, endorsing solutions to mitigate water exploitation, developing operational plans, organizing training sessions, safeguarding Authority assets, and recommending appointments within affiliated bodies while considering relevant legislative mandates. The Authority's structure will be determined by the Council of Ministers based on management proposals.
