Abstract
These Regulations, comprising 22 articles, aim to (i) streamline procedures for documents and instruments and specify methods for their submission to competent authorities; (ii) enforce national legislation and international agreements, notably the Convention on the Facilitation of International Maritime Traffic (FAL) and its amendments, and the International Convention for the Safety of Life at Sea (SOLAS). They apply to all foreign ships and marine units in Libyan ports during arrival and departure, with port departments under the Maritime Authority responsible for granting entry and exit permissions. Entry or departure without port administration approval is prohibited, with military and auxiliary naval vessels exempt from these Regulations.
Article 5 mandates that all foreign ships and marine units arriving at Libyan ports must submit declarations and forms outlined in the Agreement, with the Ports and Maritime Transport Authority responsible for publishing these documents on its website to streamline procedures; furthermore, ships intending to enter Libyan ports must transmit required information either in paper or electronic format from the last foreign port before their arrival, as stated in Article 7. Article 9 dictates that all foreign ships and marine units, regardless of nationality, must appoint a national shipping agent responsible for liaising with local authorities and fulfilling tasks assigned by the ship owner or equivalent authority, requiring notification of arrival at least 24 hours in advance, inclusive of details specified in Article 12. Articles 15 and 17 delineate procedures and inspections upon arrival and departure from the port, respectively, while Article 20 addresses protocols for ships under quarantine and Article 21 outlines emergency entry procedures into the port for any reason.
