Abstract
This Resolution, comprising 23 articles, seeks to delineate the organizational framework of the Environment Public Authority, overseen by the Administrative Committee tasked with (i) crafting programs and overarching policies for the Authority’s operations and ensuring its resource sufficiency; (ii) endorsing the Authority’s internal rules, requisites, and protocols concerning activities affecting environmental laws; (iii) sanctioning programs, studies, and scientific inquiries pertinent to the environment; (iv) monitoring budget disbursements and endorsing draft budgets, alongside approving final accounts. The articles form 3 to 20 deal with the specific competencies of the single offices of the Authority, in paricular (i) the Quality Systems Office is responsible for disseminating quality systems to environmental institutions, enhancing international standards compliance, conducting audits, collaborating on internal system methodologies, submitting enhancement proposals, fulfilling assigned tasks, and providing periodic activity reports (article 5); (ii) the Civil Activities Office is tasked with utilizing heritage and social wisdom to raise awareness about environmental protection, fostering coordination among civil society organizations globally, educating communities about citizen involvement in environmental protection, collaborating on environmental programs (article 7); (iii) the Environmental Impact Assessment Studies Office oversees receiving, evaluating, and providing recommendations on environmental impact studies for projects, ensuring compliance with environmental requirements, documenting data, preparing procedures for project permits, conducting field research, assisting in reviewing environmental studies (article 9); (iv) the Environmental Monitoring and Inspection Department is responsible for monitoring various entities to ensure environmental suitability, coordinating with relevant authorities to reduce pollution, suggesting effective measures, proposing technical plans, monitoring pollution control operations, applying and evolving pollution control systems (article 13); (v) the Nature Conservation Department is responsible for preserving biodiversity, creating a biodiversity database, proposing protection plans, ensuring sustainable resource use, supervising protected areas, monitoring endangered species trade, coordinating anti-desertification efforts, overseeing international agreements, conducting awareness programs (article 15); (vi) the Environmental Sanitation Department is responsible for enforcing environmental and health regulations, monitoring disease vectors, ensuring compliance with health and environmental standards in various establishments, overseeing waste disposal methods, taking precautions to protect animals from infectious diseases (article 16); (vii) the Environmental Emergency Department is responsible for proposing and implementing national plans to address environmental disasters, conducting surveys to identify pollution risks, monitoring international agreements, and analyzing emergency situations to prevent recurrence (article 17); (viii)
