Abstract
This Resolution, consisting of 29 articles, aims to establish the General People's Committee for the Health and Environment Sector, charged with implementing policies, developing programs, and ensuring compliance with laws and decisions issued by the Basic People's Congresses. It employs scientific methodologies to achieve societal goals, monitors implementation progress, and summarizes its main tasks in Article 4: overseeing Basic People's Congress decisions, proposing aligned policies, conducting studies, developing plans and programs, managing transitions and budgets, compiling financial reports, contracting projects, establishing and managing health facilities, supervising healthcare services, regulating emergency medical services, proposing sector laws, procuring equipment, overseeing quarantine activities, ensuring medical responsibility, designing training plans, analyzing sector data, engaging in international agreements, overseeing environmental efforts, coordinating with national and international bodies, conducting awareness campaigns, developing emergency plans, investigating personnel, issuing personnel decisions, and monitoring sector committees. Articles 5 through 9 describe the General People's Committee for the Health and Environment Sector as a unified administrative unit responsible for functional affairs, contracting, budget execution, and direct supervision by various entities, including medical specialization councils, the General Environment Authority, and national medical and equipment maintenance companies, and it directly supervises and oversees central, specialized, general, and rural hospitals. Articles 10 through 25 delineate various departments along with their primary responsibilities. All health and environment-related rights, obligations, and contracts are to be transferred to the General People’s Committee for the Health and Environment Sector, whose authority extends to the People’s Committees across regions, whether ongoing or pending implementation at the time of this decision.
