Articles 5 through 9 describe the General People's Committee for the Health and Environment Sector as a unified administrative unit responsible for functional affairs, contracting, budget execution, and direct supervision by various entities, including medical specialization councils, the General Environment Authority, and national medical and equipment maintenance companies, and it directly supervises and oversees central, specialized, general, and rural hospitals. Articles 10 through 25 delineate various departments along with their primary responsibilities. All health and environment-related rights, obligations, and contracts are to be transferred to the General People’s Committee for the Health and Environment Sector, whose authority extends to the People’s Committees across regions, whether ongoing or pending implementation at the time of this decision.
