Abstract
This Resolution, consisting of 5 articles, establishes the regulations and controls for declassifying agricultural land to permit the establishment of various non-agricultural activities. To declassify agricultural land, applicants must (i) submit extensive documentation (deeds, non-dispute proof from councils and neighbors, and a technical report); (ii) secure written, GPS-verified approval from all major public service entities (e.g., Electricity, Water, Roads) to ensure no conflict with service paths. Specific projects like animal facilities need Animal Health approval. Specific requirements for establishing Mosques (or Quran memorization centers) are detailed in Article 2. Further conditions are set out in article 3 to implement the process for correcting the status of a property, as follows (i) the activity must not be harmful to the surrounding environment, with industrial activities requiring an Environmental Impact Assessment; (ii) the local sector coordinator must provide written administrative approval confirming the existing structures do not conflict with public domain pathways; (iii) legalization is only permitted for the existing concrete structures, detailed on certified maps; (iv) the request must be submitted to the Minister of Agriculture and Animal Resources, who holds the discretionary authority for final approval, provided that the land was unsuitable for agriculture before construction.
