Abstract
This comprehensive 5-year Governmental Program serves as a nationwide multisectoral blueprint outlining the Moroccan government's strategic direction to enhance the processes of development, political reform, and the safeguarding of human rights across all generations. Within this framework, the newly established development model delineates four key strategic axes for transformation, each geared towards realizing fundamental ambitions and objectives (i) the first strategic axis centers on economic development, shifting from a low-value and low-productivity economy to one characterized by diverse activities and competitiveness. This transformation envisions a robust network of innovative and flexible enterprises; (ii) the second strategic axis focuses on bolstering human capital to empower every citizen to achieve their aspirations. This involves implementing essential and immediate reforms in health systems, education, higher education, and vocational training; (iii) the third axis, integration, seeks to enable both men and women to actively contribute to the national development dynamism by ensuring their equal access to economic opportunities and social protection through active participation; (iv) the fourth strategic axis is dedicated to territorial areas, aiming to elevate their role in the development process. This entails transitioning them from mere implementers of centrally decided public policies to becoming key players in shaping local public policies. These strategic axes are indispensable in realizing the envisioned objectives, encompassing a commitment to service quality, the revitalization of public facilities, fostering mutually beneficial collaboration between the public and private sectors, promoting the structuring and appreciation of partnerships, and harnessing digitization as a catalyst for transformative processes. This program, designed to overcome current challenges, is grounded in five key principles (1) strengthening democratic choice; (2) institutionalizing social justice through local workshops for universalizing social protection; (3) prioritizing job creation, health, and education; (4) emphasizing citizen dignity in public policies by reducing disparities, achieving equality, and providing accessible public services; (5) expanding the middle class while boosting its purchasing and saving capacity.
Drawing on insights from the new development model report and proposals from the government coalition's political parties, this program revolves around three strategic objectives: strengthening social foundations, aligning with economic transformation, and enhancing management effectiveness. These objectives shape the government's priorities for the 2021-2026 period and serve as the foundation for its commitment to citizens. The first objective focuses on a social policy built on four pillars: mainstreaming social protection, supporting vulnerable families, ensuring quality healthcare, and promoting equitable public education. The universalization of social protection and the establishment of a genuine social assistance system for vulnerable families aim to diminish social and economic disparities, providing stable incomes for the elderly and distributing family compensation. Moving to the second objective, the government is implementing a national policy for economic transformation guided by principles such as prioritizing employment in public policies, fortifying national sovereignty in strategic areas, and promoting Moroccan products domestically and internationally. Key components include revitalizing the national economy, supporting emerging companies, implementing structural reforms, and championing women's economic activity. For the third objective, steps to enhance public management governance and administration efficiency involve activating advanced regionalization, modernizing administrative structures, improving working conditions for public administration employees, ensuring quality public services, reducing regional disparities, accelerating digital transformation, and responsibly managing water resources to expedite environmental transition.
