Abstract
The document outlines Montenegro's strategic plan for agricultural and rural development from 2023 to 2028. The main focus is on enhancing the country's agricultural sector and rural areas through sustainable management of agricultural resources, ensuring a stable supply of safe and affordable food, and improving the living standards of rural populations while preserving traditional values and strengthening food producers' competitiveness. This strategy builds on previous plans from 2006–2013 and 2014–2020, aligning with the EU's Common Agricultural Policy (CAP) for 2022–2027 and addressing new opportunities and challenges.
The implementation plan involves a comprehensive set of activities and measures funded by national and EU budgets, as well as support from the World Bank and the UN. Key strategic goals include increasing the resilience and competitiveness of food production and processing, improving the quality of life and sustainable business development in rural areas, developing a knowledge transfer network, and ensuring efficient and transparent agricultural and rural development policies.
The strategy highlights the importance of renewable energy sources, water management, climate change mitigation, and biodiversity conservation. Action plans focus on improving agricultural infrastructure, supporting local development strategies, and promoting sustainable agricultural practices. The document also addresses the need for better market access, financial support for farmers, and the development of rural tourism.
