Decision on the development of the Strategic Environmental Assessment for the national energy and climate plan.

This Decision, based on the provisions of the Law on the strategic environmental impact assessment, provides the terms of development of the Strategic Environmental Assessment in relation to the national energy and climate plan. The legal basis for the preparation and adoption of this national energy and climate plan is given in Article 8a of the Law on energy (Official Gazette of Montenegro 5/2016). The plan is developed at the national level and covers the entire territory of the country and represents a strategic document at the national level in the field of energy and climate change. A report on the strategic impact assessment will be prepared and it shall report, identify and assess all possible impacts of the implementation of the Plan on the segments of environmental and human health, as well as consider alternative solutions, taking into account objectives and geographical coverage of the Plan, possible impacts on all segments of the environment, given proposal of measures for reduction, i.e. prevention of harmful effects on the environment and health of people, as well as a proposal for the best variant solution that is integrated into the Plan.
