Abstract
This Law amends various provisions part of the Law on air protection (Official Gazette of Montenegro, 25/2010).
Major changes are related to the general issues, definitions, denominations and terms; concrete technical, administrative and financial provisions; monitoring and inspection rules and requirements; and offences and penalties.
This amending Law is also specially implemented and created with a regard to the standards and rules provided by the following EU legal documents: Directive 2008/50/EC on ambient air quality and air cleaner for Europe; Directive 2001/81/EC on maximum national emissions; Directive 2009/30/EC amending Directive 98/70/EC on the quality of the motor gasoline and diesel fuel; Directive 2012/33/EU on the sulfur content of marine fuels; Amending Directive 1999/32/EC on the reduction of the sulfur content of certain liquid fuels; Directive 2009/126/EC on gasoline vapors that emanate from the refueling motor vehicles at service stations; Directive 94/63/EC on the control of volatile organic compounds resulting from the storage of petrol and its distribution from terminals to service stations; Regulation 525/2013 concerning a mechanism for monitoring and reporting of emissions of greenhouse gases; Regulation 2037/2000/EC of 29 June 2000 on substances that deplete the ozone layer; Regulation 842/2006/EC of 17 May 2006 on certain fluorinated greenhouse gases; Decision 529/2013 on the rules on emissions of greenhouse gases stemming from activities related to land use, land-use changes and forestry; and Decision 2011/850/EU on the exchange of information and reporting on ambient air quality.
