Abstract
This Law regulates the conditions under which the export and transit of dual-use goods may be performed, provision of brokerage services and technical assistance related to dual-use goods, the competence of authorities in implementation of these rules, as well as other issues of importance for the export and transit of dual-use goods. Bodies responsible for the implementation of control over the export of dual-use goods are obliged in accordance with the foreign policy, international obligations, security, defense and economic interests of Montenegro. Dual-use goods are goods, including software and technology, that, except for civilians, can also be used for military purposes, including goods that can be used for non-explosive use and any assistance in the production of nuclear weapons and other nuclear explosive devices. The Government of Montenegro, at the proposal of the state administration body in charge of foreign trade affairs, adopts and updates the national checklist of dual-use goods, harmonized with Joint List of dual-use goods of the European Union.
