Abstract
This Law regulates the manner for determining and implementing youth oriented policies on the national level, as well as measures and necessary activities that are undertaken with the aim of improving the general social position of young people and creating conditions for fulfilling the needs of young people in all areas of interest of the same.
The text is divided into eight main thematic Chapters and a total of 35 articles. Titles of these Chapters are as follows: I. Basic provisions; II. Principles of Youth Policy; III. Determination and implementation of Youth Policy; IV. Youth services; V. Sufinance of Youth Policy; VI. Supervision; VII. Penalty measures; and VIII. Transitional and final provisions.
Public interest in the field of youth policy is represented by: 1) creation and improvement of youth policy;, which is based on here adopted principles of equality, volunteerism, solidarity, active participation and informed youth; 2) establishing an institutional framework for the implementation of youth policy; 3) creation and improvement of conditions for the work of youth services; 4) encouraging the proactive participation of young people in the creation and implementation of youth policy at the state and local level; 5) educating young people about the mechanisms of their inclusion in active employment measures; 6) encouraging the involvement of young people in the creation of cultural content; 7) encouraging youth mobility; 8) encouraging the inclusion of young people in informal education; 9) promotion of healthy lifestyles and volunteerism among young people; 10) encouraging other areas of importance for youth development. Public interest in the field of youth policy is implemented by the Government of Montenegro, state administration body responsible for youth policy, state administration bodies and other administrative bodies responsible for certain areas of importance for young people, municipality, the Capital City and municipality within the Capital City and other legal entities. Youth work represents activities that are realized in cooperation with young people and for young people with the aim of their independence and transition to adulthood, learning, personal and social development, in accordance with their needs and possibilities, and are based on non-formal education methods. Youth policy is a set of measures and activities that state bodies, state administration bodies, local self-government bodies, non-governmental organizations, student and student parliaments and other legal entities undertake to improve the position of young people, their personal and social development and inclusion in social flows. The Youth Strategy for the programmed period form the year 2017 until the year 2021 and the Implementation Plan of the Youth Strategy will be harmonized with the provisions of this Law within six months from its date of entry into force. In order to encourage the development of youth policy, the Ministry is establishing a Council for Youth, as an expert and advisory body. The Youth Council in accordance with this Law, shall be established within nine months from the date of entry into force of this text. Possible implementation of youth policy by non-governmental organizations is defined in article 19.
