Abstract
The National Strategy with Action Plan for transposition, implementation and enforcement of the EU acquis on Environment and Climate Change is adopted in order to achieve gradual and complete transposition of the entire European Union acquis for Chapter 27-Environment and Climate Change into the legal system of Montenegro. This strategic instrument, which includes an action plan, is aligned with water and waste sectors acquis, integrating waste minimization measures and management of waste that cannot be treated other than landfilled. Particular attention is given to the policy planning and administrative capacity considerations for climate action.
The first Part of the document is the strategic part which defines strategic approach of Montenegro to the EU alignment process for Chapter 27 for all sub-sectors, namely: air quality; waste management; water quality; nature protection; industrial pollution; chemicals; noise; civil protection; climate change. Specific measures for each one of these sub-sectors are laid down under the Action Plan. The latter specifies EU legislation that is already transposed and, on the other hand, EU legislation that is to be transposed at the national level.
Regarding water quality, the Ministry of Agriculture and Rural Development will be the responsible focus point and it will coordinate with all activities for EU Water Directives transposition, with full support of all competent institutions. The objective is to improve the monitoring of surface, underground and coastal (including transitional) waters on the territory of Montenegro, together with the establishment of a Programme of measures, as the basis for all further activities in the area of water resources management and preservation of their quality. The following measures are foreseen for water quality: development of river bas in management plans; development of Water Management Strategy; establishment of monitoring of surface, ground and coastal (including transitional) waters; establishment of measuring stations for surface and ground waters; providing quality assurance and quality control for the monitoring of water quality; improvement of the control of drinking water quality; follow-up of construction of urban infrastructure for the supply of drinking water; development of preliminary flood risk assessment and preparation of flood risk and flood hazard maps.
With respect to nature protection, the Action Plan outlines measures relating to the establishment of Natura 2000 network and for the protection and preservation of natural resources, habitats and species.
Concerning governance, the strategy promotes institutional cooperation and provides for strengthening and institutional alignment of the bodies in charge of the environment protection and climate change. Furthermore it is worth noticing that the following information systems are planned to be developed: Environmental Information System, Information System for Sustainable Development, Common Emergency Communication and Information System, Water Information System, Forest Information System and Monitoring System Logs. All those information systems will be established in accordance with the provisions of the Law on e-Government and fully implementing the existing information resources.
