Abstract
This Regulation proclaims the drafting of the Strategic Environmental Impact Assessment report, in relation to the Detailed Spatial Plan for the Multipurpose River Accumulation Area of Komarnica River (Territory of Montenegro).
Detailed Spatial Plan for the Multipurpose River Accumulation Area of Komarnica River programmes the construction of the Komarnica hydroelectric power plant, a multi-purpose reservoir, including the works on areas around such reservoir, necessary for the implementation and associated infrastructure. The implementation of these planned activities may lead to a change in the morphology of the terrain, general negative impact on water quality, increased pressure on the ecosystem, which can result with a temporary or permanent loss of flora and fauna and of natural habitats.
This Strategic Environmental Impact Assessment report should give special attention to the identification of negative impacts, also by identifying measures of protection and by providing particular recommendations. Particular emphasis should be placed on prescribing river and river ecosystem protection measures, conservation of biodiversity and of present natural resources, and protection of land and the preservation of natural landscape.
