Abstract
This Regulation establishes phytosanitary measures for the introduction into Montenegro of plants and plant products presenting an unacceptable risk of harmful organisms. Plants and plant products from a specific country or group of countries of origin or import or specific areas of those countries are listed in Annex 1 and their introduction shall be prohibited until a risk assessment has been carried out. The risk assessment shall be carried out on the basis of a risk analysis published by the European Food Safety Authority (EFSA), at the request of the European Commission.
This text further transpose the provisions of the Commission Implementing Regulation (EU) 2018/2019 establishing a provisional list of high risk plants, plant products or other objects, within the meaning of Article 42 of Regulation (EU) 2016/2031 and a list of plants for which phytosanitary certificates are not required for introduction into the Union, within the meaning of Article 73 of that Regulation.
