Regulation on phytosanitary measures to prevent the introduction and spread of the harmful organism Popillia japonica newman.

This Regulation here prescribes specific phytosanitary measures that are aimed at preventing the introduction, establishment and spread of the harmful organism Popillia japonica Newman on the territory of Montenegro. This text also defines related phytosanitary measures for its eradication, as well as measures to contain this harmful organism when eradication is no longer possible. Host plants are plants for planting with a growing medium intended to maintain the vitality of plants, except plants in tissue culture and aquatic plants; plants subject to these rules are plants for planting which are included in the List of Specified Plants in Annex 1; demarcated areas for containment when the harmful organism cannot be eradicated shall include the areas listed in Annex 2. In order to crate the EFSA Pest Survey Card on Popillia japonica, an annual special surveillance shall be carried out (article 3).
This text transposes the provisions of the Commission Implementing Regulation (EU) 2023/1584 of 1 August 2023. on measures to prevent the establishment and spread of Popillia japonica Newman and on measures for the eradication and containment of that pest within certain demarcated areas of the Union territory.
